The Irish Government has announced significant updates to the Employment Permits system following a comprehensive review that received more than 400 submissions from industry stakeholders, employers and representative bodies.
The Department of Enterprise has approved 32 changes designed to address ongoing skills shortages and support economic growth across key sectors. These updates create new opportunities for employers struggling to recruit talent domestically while providing additional pathways for skilled international professionals seeking careers in Ireland.
Key Changes at a Glance
The latest review has resulted in:
- 6 occupations added to the Critical Skills Employment Permit list
- 9 occupations added to the General Employment Permit list without quotas
- 2 occupations added to the General Employment Permit list with new quotas
- 15 existing quota-based occupations renewed and extended

New Occupations Added to the Critical Skills Employment Permit List
The Critical Skills Employment Permit remains one of Ireland’s most attractive immigration routes, designed to attract highly skilled professionals and encourage long-term settlement in the country.
Current processing times are approximately 2 – 3 weeks, making it one of the fastest employment permit routes available.
To qualify, candidates should generally hold a qualification at Level 6 or above.

Current processing times for General Employment Permits are approximately 10 – 11 weeks.
Applicants must possess the qualifications, skills, licences, certifications or experience required to perform the role.
Newly Eligible General Employment Permit Occupations
These additions are particularly welcome news for employers in construction, healthcare and manufacturing sectors, many of whom continue to face significant recruitment challenges.
Quotas Extended Across Key Industries
The Government has also renewed and extended quotas across several occupations already eligible for General Employment Permits.
Notable quota allocations include:
- Care Workers and Home Carers – 1,000 permits
- Car Mechanics, Auto Electricians and Vehicle Technicians – 1,000 permits
- Meat Processor Operatives – 1,000 permits
- Dairy Farm Assistants – 850 permits
- HGV and Bus Mechanics – 400 permits
- Butchers – 400 permits
- Support Workers – 200 permits
- Restaurant and Catering Establishment Managers – 200 permits
In addition, new quotas have been introduced for:
- Fish Filleters – 50 permits
- Seafood Operatives – 100 permits
These extensions provide certainty for employers operating in sectors that continue to experience persistent labour shortages.
What Employers Should Do Next
These changes may create opportunities for businesses that were previously unable to recruit internationally due to occupation eligibility restrictions or permit quota limitations.
Employers should review:
- Previous Employment Permit applications that were refused because the occupation was not eligible
- Recruitment plans that could not proceed due to quota restrictions
- Current vacancies in newly eligible occupations such as Steel Fixers, Concrete Pump Operators, Mechanics, Panel Beaters etc.
Where a previous application was refused or could not proceed, employers should note that a new Labour Market Needs Test (LMNT) must be completed before a fresh application can be submitted.
Once the LMNT and supporting documentation are in place, a new Employment Permit application can be submitted immediately.
